I’m wondering, after they closed the diversion tunnels, how long did it take the hoover dam to fill to capacity?

Well the first answerer was about right, whether he knew it or not. It took about a year for Lake Meade , the reservoir formed by the Hoover Dam to fill to the average depth of 1173 Ft. It reached a maximum capacity 1220 Ft. briefly in 1942 and the depth varied considerably until the 1970s. It was briefly full only once more in 1983.
Lake Powell , upstream of Lake Meade, began to fill in 1966 and took 17 years to fill completely.
The Colorado River flows out of Lake Powell through the Glen Canyon Dam, through the Grand Canyon and into Lake Meade, the largest reservoir in the USA. Lake Powell is the second largest.
